Newport Man Arrested for Failing to Register As A Sex Offender

Bishop D. Lombard was arrested for failing to register with Newport Police as a charged sex offender.

A Newport man was arrested on Tuesday for failing to register as sex offender in the city.

According to reports, police were conducting sexual offender compliance checks when they received information that Bishop D. Lombard, 18, was a juvenile offender and was required to register for fifteeen years based upon a family court conviction.

Lombard was charged with first degree child molestation in November 2008. He registered with Providence police at the Department of Children, Youth & Their Families home “Turning the Corner.” Lombard went absent without leave and was reported missing from the home on Dec. 22, 2010.

Based on the missing person status, police obtained a family court affidavit and arrest warrant for Lombard for failing to register as a sex offender in Newport. Newport police were alerted that Lombard had family in Newport and may possibly be staying there.

responded to 211 Park Holm on Tuesday, where they found Lombard was staying. According to reports, he had been living with his girlfriend at her home for the past three months. Lombard turned 18 while he was missing and will be arraigned on an adult charge of failure to register as a sex offender.

Lombard was handcuffed and transported to the police station, where he was booked and fingerprinted.
