City Council Approves Budget, Including Tax Hike and Level Funded School Committee

The Newport City Council approved the FY 2012-2013 budget proposal during it's meeting on Wednesday.

The Newport City Council unanimously approved the FY2012-2013 budget during Wednesday's meeting, which included at 2.5 percent property tax increase, level funding the school committee and a 2.47 percent general expenditure increase.  Alliance for a Livable Newport Treasurer Ron Becker addressed the council and commended their work on the budget proposal. Becker said his biggest complaint of past years' budgets has been the mismatching of revenues and expenses. He told the council that this year's proposal had done a good job of matching the two. The proposed combined expenditures for all funds is $115,754,174, a $20.6 million decrease from last year due to decreases in capital spending for the new Pell Elementary School. The total general…

Mayor Will Not Seek Re-Election

Waluk announced he would not be running in this November's election.

Mayor Stephen Waluk will not seek re-election for the Newport City Council in this November's election, he announced last night. Waluk has served on the council for 11 years and was elected the youngest mayor in the history of the city in 2007, at the age of 29. He was first elected to the Newport City Council in 2001 at 24, and again in 2004, 2006, 2008 and 2010. He has recently accepted the position as chief clerk of the Rhode Island District Court. “I've been going back and forth for months and then this job opportunity came up. Public Hearing Scheduled for Van Zandt Improvement Grant

The hearing will begin at 5 p.m. at City Hall.

The City of Newport will hold a public hearing on Wednesday, May 23, at 5 p.m. at City Hall on development, housing needs, and the Federal Stimu According to an announcement on the City’s website, the forum will be held to hear opinions from the community on development and housing, as well as program performance and proposed activities and programs considered in the 2012  Federal Stimulus Funds Community Development Block Grant (CDBG) Program. The City will accept written comments prior to the hearing. Public Facilities Activities is currently proposed for street improvements on Van Zandt Avenue for $130,000.

Bike Newport to Help City Be More Bike Friendly

The council commended Bike Newport's education efforts and invited the group to help the city accommodate bicyclists.

The Newport City Council passed a resolution Wednesday night commending Bike Newport for its initiatives and achievements, and inviting the organization to assist the city in making Newport more bikeable. The resolution requested Bike Newport to assist in educating motorists and cyclists on how to share the road, and helping Newport achieve recognition as a bicycle friendly community. Rhode Island is one of only two states in the country without a certified "Bicycle Friendly Community," defined by the League of American Bicyclists, as a community that "welcomes cyclists by providing safe accommodation for cycling and encouraging people to bike for transportation and recreation."  The Bicycle Friendly Community Program provides incentives…

Parking Season Begins Next Week

Parking Season will be effective starting May 1 through October 31.

The City of Newport announces the beginning of the Parking Season effective May 1, 2012 and continuing through October 31, 2012.  Metered parking will be in effect from 9 a.m. to 9 p.m. The fee for parking in a metered space is $1.25 per hour in increments of twenty-five cents for twelve minutes. The fee for the Memorial Boulevard meters at Easton’s Beach is $2 per hour. “Smart Meters” that accept credit cards or coins have been implemented city-wide. The Pay & Display unit at the Touro St. Lot has been replaced and a new Pay & Display Unit has been installed at the Long Wharf Lot. Council, School Committee Discuss Fate of Elementary School Buildings

The Newport School Committee/City Council Liaison Committee met on Wednesday to discuss several agenda items.

Members of the Newport School Committee and City Council Liaison Committee talked Pell School updates, shared services, and budgets during Wednesday’s meeting at City Hall. The first item on the agenda was the use of existing schools that will be closed as a result of the opening of the Claiborne D. Pell Elementary School in 2013. City Manager Jane Howington said the city has talked in concept about how to have the buildings opened again and the school and city departments should work together to try to get some planning done. “When we do an assessment, it may shed light on which buildings will be more marketable or have the highest revenue,” she said. City Will Resurface Lower Thames Street

The month-long Lower Thames resurfacing project is scheduled to begin this May.

The Washington Square Enhancement Memorandum of Agreement has been amended to incorporate the resurfacing of Lower Thames Street, as voted by the Newport City Council during Wednesday night’s meeting. According to the agreement, the state has made additional funds available for the project. Enhancements will be made from Memorial Boulevard West to Morton Avenue. The City of Newport will be responsible for the design and construction of the resurfacing of Thames Street. T. Miozzi Inc., of Coventry, was awarded the contract as the lowest qualified bidder. Newport City Council Approves Study for Shared Services Between School and City Departments

The council unanimously approved a resolution to conduct a study on the efficiencies served by combining city and school services.

The Newport City Council unanimously passed a resolution Wednesday night ordering a study be undertaken by the City Manager and the Superintendent of Schools to measure potential efficiencies, cost savings and service delivery optimization by combining school and city services. The study analyze savings by combining facilities, financial and information technology services. Results of that study will be submitted at the May 23 City Council meeting so that potential cost savings can be incorporated into the FY 2013 budget. In the end there has to be a fundemental reason for the institutionalized inertia paralyzing this issue, and the only one I can find is race: Newport has diversity and the rest of the island doesn't and doesn't want that to change.   more ›

Graffiti Resolution Passes, 40 Steps Facilities Discussed

The Newport City Council met Tuesday night for its regularly scheduled meeting.

The Newport City Council moved quickly through a light docket during Tuesday night’s council meeting at City Hall. The graffiti abatement resolution introduced by Councilor Naomi Neville was passed 7-0. The resolution encourages the community to report graffiti on private and public property to Newport Police. Noah's correct. Such a wall would be a great way for these restless and troublesome adolescents to apply their "artistic side" to a location which does not irk others. There is no serious gang graffiti in newport. If it were serious, there would be turf wars which would undoubtedly end in violence apparently leading back to such graffiti. City Council to Vote on Graffiti Abatement Resolution

The proposed resolution directs the community to report graffiti to the Newport Police Department.

The Newport City Council will vote on a graffiti abatement resolution as proposed by councilor Naomi Neville during tonight’s council meeting. The resolution, which refers to graffiti on both public and private property as “a source of consternation to both residents of the City of Newport and visitors,” calls upon anyone who has seen graffiti in the community to report it to the Newport Police Department. “. . .
