Naval Undersea Warfare Center (NUWC) Newport engineer Raymond F. Travelyn and retired employee David L. Culbertson have been named winners of the Office of Naval Research Vice Adm. Harold G. Bowen Award for Patented Inventions. The award recognizes patented inventions that have had a significant impact upon the operation of the Navy as measured by the extent of its adoption for Navy use, cost savings, increased military capability, or increased quality of life of Navy personnel. The pair invented the Full Duplex Transceiver (FDT), also known as the TravPak, a communications device which dramatically increased data rates for error-free transmission via satellite aboard submarines. The total funded program of the Naval Undersea Warfare Center (NUWC) Newport exceeded $935 million in 2012. Of its total operating budget, more than $581 million was spent by NUWC Newport in payroll, construction, facility support, and local contracts. The command is the largest federal activity in R.I. in terms of personnel and payroll. NUWC Newport’s employee base includes 2,748 government civilian employees and 31 military members with a total gross payroll of over $296 million. Of the full-time government civilian staff, 74 percent are classified as scientists or engineers and approximately 36 percent have graduate degrees. Of its total operating budget, more than $634 million was spent by NUWC Division Newport in payroll, construction, facility support, and local contracts. Base consolidations and realignments will add 863 jobs to Naval Station Newport.
A cost saving measure by the Department of Defense (DoD) will give a well-needed boost to Aquidneck Island, resulting in the creation of 863 new jobs. In 2005, Congress established the Defense Base Closure and Realignment Commission (BRAC), which provided military base consolidations recommendations. According to BRAC, the program would save federal taxpayers $4.2 billion dollars annually. Although these realignment projects meant several closures across the country and included loses to Newport Naval Station as well, the impact to the Newport Naval Station was net positive for job creation. The Naval Undersea Warfare Center (NUWC) on Tuesday unveiled its new $11 million Maritime Subsurface Sensor Operations Laboratory at a ribbon-cutting ceremony held inside Building 1176 with Rhode Island's Congressional delegates. The 40,000-square-foot, single-story laboratory, located in Middletown off Access Road, had been under construction since July 31, 2009. The facility houses a secure workspace for the testing, refurbishment and maintenance of sonar arrays towed behind submarines, according to information released by NAVSEA, according to a media announcement issued Tuesday.
