Newport Police: Public Drinking, Racist Comments and More

The Newport Police Department made the following arrests and citations from Saturday, July 13 through Tuesday, July 16: 

  • Jamie Beckman, 36, of 27 Wabash Ave., Worcester, MA, was cited on Monday, July 15 at 6:24 p.m. and charged with drinking alcohol in public after police saw him drinking a 12-ounce can of Natural Ice beer on Easton's beach. Beckman was issued a summons to appear in Municipal Court for arraignment on the town ordinance violation on Aug. 19 at 1 p.m.
  • Richard Silva, 69, of 60 Whitmarsh St. Apt. 1, Providence, was arrested on Monday, July 15 at 12:40 p.m. and charged with two counts of disorderly conduct - one for offensive words and another for threats. Silva allegedly told a group of black males who were standing near him at the Gateway Center that he had a gun and would line them up and shoot them. He also allegedly also directed racial slurs at the group. He will be arraigned in Second Division District Court on Aug. 7 at 8:30 a.m.
  • Laura Ramos, 31, of 90 Girard Ave. Apt. 48, Newport, was arrested on Monday, July 15 at 8:14 p.m. and charged with shoplifting after she allegedly tried to steal $117 worth of merchandise from Walmart. She was also wanted on a district court warrant. Ramos will be arraigned in Second Division District Court on July 16 at 8:30 a.m.
  • Jessuem Nevarez, 31, of 24 Gould St. Apt. 1, Newport, and Kimberly Dawn Reid-Nevarez, 31, of 24 Hall Ave. Apt. 3, Newport, were arrested on Tuesday, July 16 at 1:18 a.m. and 3:53 a.m. respectively, and charged with one count each of domestic simple assault following a physical argument.  Police were dispatched to Nevarez' Gould Street apartment at 11:57 p.m. on Monday to look for Nevarez, after his wife, Reid-Nevarez, told police he attacked her during an argument. Police knocked on Nevarez' apartment door and he fled out the back, but was caught by police in the back yard.  Reid-Nevarez sustained injuries to her face including a scratch and redness above her eye and a bite mark on the left side of her torso. Nevarez, who also displayed injuries, told police that his wife had become violent with him earlier that night after he admitted to cheating on her. Based on the conflicting reports, police arrested both Nevarez and Reid-Nevarez. Both will be arraigned in Second Division District Court on July 16 at 8:30 a.m.
  • Peter Christian Malmborg Lockwood, 21, of 20 Ayrault St. Apt. 2, Newport, was arrested on Monday, July 15 at 4:49 a.m. on a bench warrant from Second Division District Court after he turned himself into police headquarters on Broadway. He was wanted for driving on a suspended license. He was transported to Second Division District Court for arraignment later that morning.
  • Robert J. Lima, 71, of 71 Callender Ave., Newport, was cited on Sunday, July 13 at 12:40 p.m. and charged with failing to properly restrain his animals after his dog allegedly bit another Newport man on the thumb while he was walking his dog on Summer Street. The victim stated that he was walking his leashed smaller-sized dog on Summer Street when Lima's large dog ran out of the backyard. Lima's dog allegedly began attacking the victim's dog and when the owner went to separate the dogs, he was bit on the thumb. He will be arraigned in municipal court on Aug. 5.
