Florez: Make Finance Review Committee a Permanent Board

"We need a consistent flow of fresh ideas to ensure that Newport flourishes financially," Florez, a citywide candidate for the Newport City Council, writes.

The following was submitted by John Florez, a citywide candidate for the Newport City Council. All candidates are welcome to submit opinion pieces and letters to mark.schieldrop@patch.com.

In November, the City Council appointed myself and six other members of the Newport community to the Finance Review Committee. Ron Becker, the President of Alliance for a Livable Newport, chaired the Committee, while I served as its Vice Chairman. Ron and I were tasked with finding cost-saving and revenue-generating solutions for the city. Seven months later, we presented the Council with a 51-page document outlining very specific recommendations.

Initially, there were many concerns we felt we could address, but the group ultimately decided to focus on seven areas: City Services, Salary and Benefits, School Department, Sustainable Financial Planning, Tax Exempt Properties, Tourism, and City Employees. Some of the solutions we envisioned were more complex than others, but all would ultimately benefit our city. One recommendation we came up with that could be easily implemented is the hiring of a grant writer who would work with both the school system and the city. In addition, one of the initiatives I'm supporting as a candidate for City Council is the permanent establishment of the Finance Review Committee.

We need a consistent flow of fresh ideas to ensure that Newport flourishes financially. But good ideas need to be fueled with initiative and political will. The challenge is that very often our leaders become resistant to change and innovation. They choose to take the path of least resistance and minimal political risk. As a community, we need to have the willingness to tackle new challenges. I urge the Council to adopt the recommendations of the Finance Review Committee. It is also imperative that this committee be established permanently, with each Council-appointed member serving a two-year term. If our group was able to come up with dozens of recommendations over the course of several months, imagine what the group could accomplish in two years! Finally, I would like to encourage all members of our community to reach out to the Council and urge them to support the permanent establishment of this committee and its findings.
