Salve Vice President Arrested for Hit and Run Charge
The following information was provided by the Newport Police Department. Arrests do not indicate a conviction.
The Vice President at Salve for University Relations and Advancement was arrested around 10:50 p.m. Saturday, Feb. 18, for a hit and run charge.
Michael Semenza, 58, of 13 Bacheller St., Newport, reportedly hit another car on Thames Street and drove away. Police were dispatched to Thames at McAllister Street.
According to reports, Semenza rear-ended a 33-year-old Newport woman’s car. The victim said she slowed down as a car in front of her was turning when Semenza hit her and drove away in a black Mercedes.
The report said Semenza reversed down Thames and left through the Wellington Square parking lot.
Police found the car parked on Spring Street, empty. Semenza was found walking up Dixon Street and was stopped by police.
He reportedly told police, “I was trying to go back to the accident but I was too scared.”
Police issued him a citation for leaving the scene of an accident and told him to respond to the station the next day.
Salve Dean Dean De La Motte was also arrested on a hit and run charge last year.
The above report details arrests made by the Newport Police Department. Descriptions of all events are based solely on police officer reports provided to Patch.

2nd time a Salve Admin has done this. This is the MO for these Salve officials. When there is an accident, leave the scene. This way if there is a toxicology done, DWI does not take into consideration. Shameful. As a graduate of SRU, he should be fired. Along with the other administrator that did the same a couple of months ago.

Salve students are required to abide by a code of conduct. Shouldn't the administration??

I am surprised how these people secure positions as such importance when they can't think straight during a crisis. Such uncivilised action to leave an accident scene. Weak leadership leads to weak college..sorry they should be fired...if not for stupidity for inhumanity.

I disagree GKISHK, they knew exactly what they were doing, by getting out of the scene and stashing the car they walked away from a DUI/other drug charges. Who know what was in the car. If this person was intoxicated/drugged. however, something was up as any respectible person would take the accountability. Instead they hide. Shameful how this is being kept out of the news.

I'm glad Patch has the journalistic integrity to report this type of stuff even when it is interestingly absent from other local news reports. Another reason why I LOVE Newport Patch!

Unfortunately, his behavior is reflective of a current trend of people not standing up to responsibility. Self-preservation has replaced integrity. People run, hide, lawyer up, circle the wagons, cite ‘policy’ and the blue shield in place of accountability. Sadly, this person is just following the lead of many public figures in Newport. They’re not held accountable for their actions, so why should he be?

The police did not do a sobriety check on him and let him go to the station on his own accord. If I'm ever stupid enough to do the same thing, I will have a copy of this story to hand the police. "See you tomorrow, officer". We all know how that'll turn out. Was he drunk? On drugs? Or was a student with him and doesn't want it known he's that involved in extra curricular activities?

Carl - A Newport police official said this morning that he was not administered a field sobriety test because he was not found operating the vehicle, but walking on Dixon Street.

In Dec. a Dean at Salve did the same thing - he got involved in a rear end issue and drove off. WPRI did and interview with the victim (a SALVE student).
So now, if anyone should be involved in a fender bender and has been drinking/other activity, the smart thing to do is drive away and get out of the car? WOW

Because he was not found operating the vehicle? I find that hard to believe, but I'm no police officer. The simple fact is this: No one leaves the scene of an accident unless they are operating under the influence. Period.

Good find on that link! We all make mistakes, but the true measure of a man’s character is not through a self-styled image or a job title, but through his action in a crisis or moment of challenge. Contrast his behavior against the excellent Police response and teamwork. That well written, detailed report was nothing less than professional. All of those officers should be commended for their quick action and decisiveness. It could have had a much worse outcome. Luckily the girl wasn’t injured!

Real life mystery - was there more to the story? Truth is slowly coming out thanks to Patch. This would have been a "secret" hadn't it been for this wonderful site. Great job. This person needs to be held accountable, someone could have been seriously hurt.

The police report shows another side of this man from the debonair society photos of him. No insurance for his Mercedes? Perhaps intoxicated. All show and no substance.

Nice to see that NPD makes it easy to get the full police report via the NPD page http://www.cityofnewport.com/departments/police/links.cfm which takes you to their for-profit crash report vendor http://www.getcrashreports.com
Now, would NPD leadership show similar professionalism by making it easy to get the full report on their efforts to prevent the death of missing person Ms. Brenda Batts on February 8th ? I haven't yet found the city link to http://www.getdeadpersonreport.com on the NPD web site.

No breathalyzer - I don't see a conspiracy, so I can't believe he was drunk. But the actions described in the police report speak to a super high level of anxiety. Either this guy thinks he's a bigger deal in town than he actually is, or - more likely - there was someone else in the car with him.

Come to think of it, isn't that why he did the hit-and-run and then slammed it into reverse? That way the victim wouldn't see anyone in the passenger seat.
